Bill Writing
Drafting a bill is more than an assignment; it is an opportunity for participants to become informed citizens, thoughtful leaders, and active contributors to society.
Delegates will identify an issue that affects their school, local community, or Maine and propose a legislative solution. Participants will research the issue, consider different perspectives, draft clear legislation, and explain how their proposal could make a positive difference.
Delegates will guide their Bill through three steps in the legislative process (public hearing, Committee work session, and Chamber Floor debate) to gain a deeper understanding of how democracy works. Bill writing is essential for students to achieve the civic engagement and skill building goals of Youth and Government:
- Civic engagement: Understanding how government works and how citizens can participate in the democratic process.
- Research and critical thinking: Investigating issues, evaluating information, and developing practical solutions.
- Communication: Learning to express ideas clearly and persuasively through written legislation and public speaking.
- Leadership and confidence: Building the confidence to advocate for important issues and defend their ideas.
- Collaboration and compromise: Listening to others, considering opposing viewpoints, and working toward solutions.
